Walk the litter aisle and most of what you see is perfumed. The published guidance on what cats actually prefer points the other way, and it has for years.
What the published guidance says
The Ohio State Indoor Pet Initiative states it directly: most cats prefer fine-grained, unscented litter, and many are deterred by scented or deodorant products. That is the whole case for this page. Fragrance is a feature sold to the person carrying the bag, and the animal using the box is the one with the more sensitive nose.

The picks

Odor without fragrance
Take the perfume away and odor control comes down to mechanics. That is good news, because mechanics are under your control in a way a fragrance is not:
- Scoop daily, twice in a multi-cat house. Our cleaning schedule has the full routine.
- Two inches of litter. Too little and urine reaches the pan; too much and cats dig it over the side.
- Enough boxes. One per cat plus one. A shared box is a smelly box.
- Wash the box itself weekly with mild detergent -- and replace a scratched plastic pan that has started to smell even when clean.

Switching without a protest
- Go gradually. A quarter new to three quarters old, then half, over a week or two.
- Or offer both. A second box with the new litter beside the old one lets the cat vote. Our box count page means you probably should have a second box anyway.
- Never change litter and box at once. If it goes wrong you will not know which change caused it.
- Watch the first week. A cat urinating just outside the box is telling you something about the box or the litter -- or, as the Cornell Feline Health Center notes, about its health. A sudden change is a call to your vet.

A clumping litter lets you lift urine out as a solid. Pine pellets absorb it and collapse into sawdust that falls to the bottom of the box. That means sifting rather than scooping, and stripping the box more often than the three to four weeks our cleaning schedule assumes for clumping clay.
