Dogs raid litter boxes. It is normal, it is revolting, and no amount of telling the dog off fixes it -- because the reward is inside the box and you are not there.
Three geometries that work
Every workable answer changes the shape of the access rather than the box itself. There are exactly three:
- Go up. A top-entry box puts the hole where a dog cannot line up its shoulders.
- Go small. An enclosure with a cat-sized door admits a cat and excludes anything wider.
- Go behind a barrier. A gate with a small pet door, or a closed door with a cat flap, puts the whole room out of reach.

The picks
The IRIS top-entry box is the first thing to try, because it is the cheapest and it needs nothing else in the room. The grooved lid catches litter on the way out, and the off-center hole means a cat lands on floor rather than on the lip. The honest cons: a top-entry box is a jump in and a jump out, so it rules itself out for kittens, older cats and anything stiff, and the 20.75 inch exterior is a modest floor for a large cat. The Merry washroom bench solves it with a 7 by 8 inch cat door in a piece of furniture, and it is the option for a cat that will not use a top-entry box. It publishes interior dimensions, which most enclosures do not, so you can check your existing pan fits. The honest cons: it is 57.4 lb of furniture that takes 797 square inches of floor, odor concentrates inside a cabinet, and a determined small dog can still learn the door.
The Carlson gate is the answer when the boxes are already where they need to be and it is the room that should change. An 8 by 8 inch pet door passes most cats and stops a larger dog, and the whole litter area goes behind it. The honest cons: it does not contain a cat, a pressure mount works loose, and an 8 inch door is tight for a large cat. Do not fix the dog by breaking the cat
The risk with every option here is that you solve the dog problem and create a litter problem. The Ohio State Indoor Pet Initiative reports that cats generally prefer large, uncovered boxes, and all three of these fixes move away from that ideal in some way.
- Keep a plain open box available somewhere the dog cannot go, if you have such a room at all.
- Change one thing at a time. New box and new location together is how you end up with a cat going on the rug.
- Keep the count. One box per cat plus one, as our box count page sets out. A dog-proof box that halves the count is a bad trade.
- Watch the first fortnight, and go back a step if the cat hesitates.

Large: 9 x 10.5 = 94.5 square inches. IRIS's own Premium square model publishes 7.9 x 7.9 = 62.4. The large gives half again as much aperture. A cat that refuses a top-entry box has usually been offered the smaller hole.

Your cat is elderly, arthritic or recovering from surgery. A top-entry box asks for a vertical jump on the way in and a controlled drop on the way out, twice a day, forever.

37.5 x 21.25 = 797 square inches of floor occupied. Interior without the divider is 34.92 x 19.37 = 676, and a box has to sit inside that with clearance. You are giving up about 20 percent of the footprint to the cabinet walls in exchange for the box being invisible.
