People search for a filterless fountain for one reason: they have added up what the filters cost. That arithmetic is worth doing properly before choosing what replaces them.
What the filter actually costs
PETLIBRO publishes a fortnightly filter change for its stainless 3 L fountain and a price of $14.99 for a four-pack. That is 26 filters a year at $3.75 each: $97.44.
The same fountain’s adapter has a 5 W ceiling. At the EIA residential average of 18.34 cents per kWh, running it flat out all year costs $8.03.
So the filter is about twelve times the power. Our running costs page works the same figures for every fountain we list. The pump is not the expense. The cartridge is.
What “filterless” actually means
The word covers three different things, and only one of them is a product category:
- A separated-tank dispenser. Clean water goes out to the bowl, used water goes into a second tank, and nothing is recirculated. There is nothing for a filter to do. ONEISALL’s FreshFill is built this way.
- A recirculating fountain run without its filter. The same water goes round and round with nothing catching hair or food. It works, but it means cleaning more often, and in many designs the foam pre-filter is also what protects the pump.
- Still water. A bowl. No pump, no filter, no power — and no movement, which some cats care about and many do not.

Manufacturers' published figures. Neither bowl is sold as a water bowl specifically; both are wide and shallow, which is the shape that matters.
The separated-tank design
ONEISALL’s FreshFill is the only product here that answers the search literally: moving water, no filter. It does it by never reusing water. Clean water comes from a 3.5 L tank; used water goes into a separate 2 L tank that you empty.
That is a real trade rather than a free lunch. A recirculating fountain’s recurring job is changing a cartridge every two to four weeks. The FreshFill’s is emptying a wastewater tank. For a household that forgets filters, emptying a tank is easier to notice — it is full or it is not. For a household that wanted zero chores, it is one more.
It also removes a failure mode our filter page covers: a cartridge seated badly, so water bypasses it and the filter is doing nothing while still costing money. With no cartridge, there is nothing to seat.
The case for a bowl
Moving water is a preference, not a requirement. Some cats drink noticeably more from a fountain; others ignore it and drink from the bowl beside it. The Cornell Feline Health Center lists increased water intake among the ways lower urinary tract disease is managed, which is a good reason to care how much your cat drinks — and a question for your veterinarian, not a purchasing decision.
If your cat drinks happily from a bowl, a bowl is the cheapest and simplest water source there is. The shape matters more than the material: Dr. Catsby’s bowl is 7.08 inches across and 1.25 deep, a width-to-depth ratio of about 5.7 to 1, so whiskers do not brush the sides. Necoichi’s raised porcelain bowl sits on 2.75 inch legs and weighs 1.2 lb, heavy enough not to skate when a cat drinks.

Who should keep a filter
- Multi-cat homes with long-haired cats. Hair in the water is what a foam pre-filter catches. Without one, the bowl needs clearing daily.
- Households that cannot clean weekly. A filter buys time between cleans. A filterless design does not.

Cleaning is not optional either way
- Wash the bowl surface every few days. Biofilm starts on any surface that stays wet.
- Empty and rinse the tanks weekly. Standing water in a tank is still standing water.
- Change bowl water daily. A bowl is only cheaper than a fountain if it is actually changed.

A recirculating fountain polishes the same water through a cartridge, and the cartridge is the running cost -- roughly $97 a year on PETLIBRO's published filter pricing. A separated design discards used water into its own tank instead, so the recurring job is emptying 2 L of wastewater rather than buying filters. That is a genuine trade, not a free lunch.
