Cats handle heat by choosing where to lie: tiles, a bath, the shady side of a room. A cooling mat adds one more option to that list, which is exactly as much as it does.
Two mechanisms, one job
Pressure-activated gel. Body weight activates a gel that absorbs heat from whatever is lying on it. The Green Pet Shop publishes cooling for up to four hours of constant use and a recharge of about 15 to 20 minutes once the cat gets up.
Water filling. K&H’s pad is filled with water, which conducts heat away from the cat and has the advantage of containing no gel at all.
Both are passive. Neither has a compressor, and neither can make a surface colder than the room for long -- what they do is carry heat away faster than a blanket does.

Green Pet Shop small: 15.7 x 11.8 = about 185 square inches, room for an average cat curled or half stretched.
K&H small: 11 x 15 = 165 square inches; the medium at 15 x 20 = 300 is the one for a cat that sprawls.
Everything above that in either range is sold for dogs. A bigger pad is not better here -- the gel or water has to be under the cat to do anything.

The Green Pet Shop Cool Pet Pad leads because it publishes what its rivals do not: a duration, a recharge interval and a cat-relevant size rating. No water to leak, no power, and the gel is stated as non-toxic. The duration figure is published for dogs, which is worth knowing when reading it.
The K&H Coolin Pet Pad is the safer choice for a chewer, because there is nothing in it but water. It comes in four published sizes, and it will drift toward room temperature rather than staying cool indefinitely -- conduction is the whole mechanism.
