In a small flat the binding constraint is not capacity, odor or price. It is floor. And the published guidance you are trying to satisfy asks for more boxes rather than fewer, which is why this needs planning rather than a single clever purchase.
Floor cost per unit of usable box
The useful comparison is not external size but how much usable interior you get for the floor you give up. Only two makers publish both numbers.

The Frisco row is the instructive one. It is the largest box on the list by external measurement and it publishes the smallest usable interior of the two that publish anything at all — 41 percent of its footprint goes to sloped walls. In a room where every square foot is contested, that matters.
You still need more than one
The workable answer in a flat is small boxes in several places rather than one large box in the obvious place. The Ohio State Indoor Pet Initiative also asks for a box on each level in a multi-story home, which in a flat translates to: not all behind the same door.
A plan that fits a one-bedroom
- Bathroom: one tall enclosed box for containment where the floor is easiest to clean.
- Hallway, under a console or in a nook: one plain pan. Cheap, low, and reachable when the bathroom door is shut.
- Bedroom or living room corner: the third box if you have two cats. Site it away from food and with two ways out.
- Under every box: a mat, because in a small flat tracked litter reaches every room quickly — see the litter mat picks.
Is an automatic box a space saver?
No, and it is worth saying because the pitch implies it. The Neakasa M1 takes 3.34 square feet, the largest footprint on this page, and it still counts as one box against the n+1 guidance. In a flat it buys you less scooping, not less floor.

Modkat rates its reusable liner at up to three months, so four a year. A ScoopFree needs twelve disposable trays in the same period, and the Litter-Robot around 156 drawer liners. Reusable is not a green talking point here, it is the cheapest consumable model of the three.

Cornell's guidance is one box more than you have cats. For three cats that is four boxes. The cheapest automatic box on this page is $269.99 -- four plain jumbo pans is a fraction of one of those, and four boxes beat one clever one every time.

11.23 L bin. Whisker's own guidance for its comparable drawer is emptying twice a week for two cats, i.e. roughly 3.5 days per two cats. Scale that to three and the bin needs emptying about every 4 days on published volumes -- an extrapolation from a competitor's published interval, not a measurement of this unit.
