Two in three, before you spend anything
Bol et al., BMC Veterinary Research, 2017 tested catnip, silver vine, Tatarian honeysuckle and valerian on 100 domestic cats. The headline for this page: one cat in three did not respond to catnip, in agreement with earlier work.

The fill is the product
A catnip toy is a shell plus a fill. The shell determines how long it survives; the fill determines whether the cat cares at all.
Yeowww! publishes 7 inches of cotton twill at 0.35 oz, stuffed with organically grown catnip and no filler. That last phrase is the specification: the whole interior is the active material.
A typical supermarket catnip mouse is mostly polyester wadding with catnip dusted through it. It weighs about the same, costs less, and does much less — and a cat ignoring one of those has told you about the toy rather than about itself.

Manufacturers' published figures. The loose-catnip option is the cheapest way to revive a drawer full of flat toys.
Loose catnip deserves more attention than it gets. KONG publishes a leaf-and-flower cut with minimal stems and seeds, which is the one meaningful quality distinction in loose nip — the active compound concentrates in leaf and flower, and stem is filler by another name. A tin revives every flat toy you already own.

Keeping it working
- Put it away between sessions. Cats habituate temporarily, and the response returns after a break. A toy left out permanently is a toy that stops working.
- Store it sealed. A zip bag genuinely extends potency; the active compounds are volatile.
- Crush before offering. Rolling the toy between your palms releases them.
- Refresh rather than replace. The shell almost always outlasts the fill, which is what loose catnip is for.
What catnip is not
The Ohio State Indoor Pet Initiative treats olfactory stimulation as one input among several, alongside vertical space, foraging and interactive play. A catnip toy is a solo outlet with a short duration; it does not substitute for a wand session that runs the full hunting sequence, and a bored cat with a drawer full of catnip mice is still a bored cat.

Bol and colleagues tested 100 domestic cats and found one in three did not respond to catnip. So roughly 67 percent respond. If yours is in the other third, that is not a defective toy -- and the same study found almost 75 percent of catnip non-responders did respond to silver vine.

The volatile oil that produces the response concentrates in leaf and flower. A cheap catnip padded out with stem and seed weighs the same and does far less. That is the single check worth making on a tin of loose catnip, and it is why the cut is the specification KONG chooses to publish.

Mesh over a soft body gives some surface contact as a cat chews. That is not plaque removal in the sense a brush achieves, and Petstages does not claim it is. Treat it as a chewing outlet that a cat enjoys, and keep dental care where it belongs -- with a brush and with a veterinarian.
